How to Get a Boating Licence in Poland: Complete 2026 Guide
Everything you need to know about getting a boating licence in Poland: sailing and motorboat patents, exams, fees, minimum age and legal rules.
Getting a boating licence in Poland is more straightforward than many newcomers expect. There are two main tracks: sailing patents, issued by the Polish Yachting Association (PZŻ), and motorboat patents, issued by the Polish Motorboat and Water Skiing Association (PZMWiNW). Both systems are regulated by the Regulation of 9 April 2013 (Dz.U. 2013 poz. 460), so the rules are the same whether you live in Gdańsk, Kraków or abroad.
This guide walks you through the whole process: which patent you actually need, the entry-level qualifications, how the exam works, what it costs, and the minimum age. Whether you are a Polish resident or an expat planning to sail the Masurian Lakes or the Baltic coast, you will finish this article knowing exactly what steps to take.
Sailing patents vs motorboat patents
Poland separates recreational boating into two worlds, each with its own governing body and its own ladder of qualifications.
For sailing (wind-powered yachts), the PZŻ issues a progression of patents:
- żeglarz jachtowy (yacht sailor) — the entry-level patent
- jachtowy sternik morski (yacht offshore skipper) — for sea voyages
- kapitan jachtowy (yacht captain) — the highest level
For motorboats, the PZMWiNW issues a parallel ladder:
- sternik motorowodny (motorboat helmsman) — the entry-level patent
- motorowodny sternik morski (offshore motorboat skipper)
- kapitan and mechanik at the top
Which one you pursue depends entirely on the type of boat you want to operate. If you dream of sailing under canvas, you want the żeglarz jachtowy track. If you prefer engine power, you want sternik motorowodny.
Do you actually need a licence?
Not every boat requires a patent. As a general rule, you do not need a patent to operate a motorboat with an engine under 10 kW, or a sailboat with a hull length under 7.5 m. This means small dinghies and low-powered tenders can often be used without any formal qualification.
That said, the exact power threshold can vary depending on the waters and the situation, so treat this as a general guideline rather than an absolute rule. If in doubt, check with the relevant governing body before heading out. And if you plan to charter a larger yacht or motorboat, you will almost always need a patent to be handed the keys.
The entry-level exam explained
For both the żeglarz jachtowy and sternik motorowodny patents, the theory exam follows the same national format:
- 75 questions
- 90 minutes to complete
- Pass mark: 65 out of 75 correct answers
- Minimum age: 14
The exam covers navigation, right-of-way rules, safety, meteorology basics, knots and boat handling. Sailing candidates also complete a practical component on the water. Because the pass mark is high (roughly 87%), preparation matters — this is not an exam you can pass by guessing.
At boatingexamine, our study platform is built specifically to help you master this material through realistic practice questions and structured lessons. To be clear, we are an independent study resource: we prepare you for the exam, but the patents themselves are issued only by PZŻ and PZMWiNW.
Costs and fees
Poland keeps boating qualifications affordable, especially for younger candidates:
- Exam fee: 250 PLN (125 PLN for students under 26)
- Patent issuance: 50 PLN (25 PLN for students under 26)
These are the official statutory fees. On top of them you may choose to pay for a training course or study materials, which are optional and separate from the exam and issuance fees paid to the governing body.
What about international sailing?
If you plan to sail or cruise outside Poland, you may want the International Certificate of Competence (ICC), issued under UNECE Resolution 40. The ICC is a separate international certificate — it is not the same as a Polish patent — and it has a minimum age of 16. Many European countries recognise the ICC for chartering, so it is worth considering if your boating ambitions cross borders.
Frequently asked questions
Which patent should I get first? Start with the entry-level patent for your chosen discipline: żeglarz jachtowy for sailing, or sternik motorowodny for motorboats. Both open the door to the more advanced offshore and captain-level qualifications later.
How old do I have to be? The minimum age to sit the entry-level exam is 14. For the international ICC certificate, the minimum age is 16.
Where do I get the patent issued? Patents are issued by the governing bodies — PZŻ for sailing and PZMWiNW for motorboats. As a study resource, boatingexamine prepares you for the exam but does not issue patents itself.
